The problem

The actual NDC dispensed or administered to the patient may NOT necessarily be accurate, depending on how the EHR is configured. This results in accumulations accruing on a ‘primary’ NDC that significantly impacts split orders and savings.

The solution

NDC Optimizer minimizes costs by decreasing CDM (charge description master) cross-walk maintenance for supporting covered entities (CE) that designate a ‘primary NDC’ in their EHR system.

Verity system validates purchase history to ensure that an 11-digit NDC is never replenished without an initial neutral (remainder) purchase, and thus maintains maximum program compliance.

How NDC Optimizer Works

With a virtual inventory model, NDC Optimizer works to ensure 340B program compliance by:

  1. Validating the neutral purchase history of a specific 11-digit NDC.
    • For GPO-prohibited CEs, V340B validates the purchase history with WAC purchases.
    • For non-GPO-prohibited CEs, V340B validates the purchase history by the highest number of packages purchased (inventory units) in a single order under GPO.
    • Note: Validating purchase history ensures that manufacturers are not providing 340B discounts for drugs that were never first purchased from them at neutral (remainder) prices, thus maintaining maximum program compliance.
  2. Validating sufficient accumulations of the ordered 11-digit NDC under each respective account type.
  3. Validating sufficient accumulations of a GPI equivalent NDC under each respective account type. (Optional feature)

FAQs

Covered Entities using a replenishment model must ensure that each accumulation to their 340B accumulator is tied to an exact NDC match that was originally dispensed to a 340B eligible patient. This ensures that 340B inventory is appropriately controlled and the integrity of the 340B purchase is maintained.

More specifically, Covered Entities using a replenishment model must ensure that before they submit an order to purchase any particular NDC on their 340B account:

  • there is an initial purchase of that exact NDC at the remainder account;
  • there is a sufficient number of eligible 340B dispenses that have been accumulated for that NDC, up to the package size ordered.

The Verity system ensures that an 11-digit NDC is never replenished without an initial purchase at a neutral account. The system has complete and auditable records for the purchase and accumulation history of every replenishment order made during the period audited to support transparency.
